After 31 years with the U.S. Environmental Protection Agency Region 9, Dave Smith founded Water Innovation Services in 2022 to support water management organizations in policy analysis, water innovation, regulatory and financial planning, and strategic development. At EPA, Dave managed each of the core Clean Water Act programs, was a coauthor of the national Water Reuse Action Plan (WRAP), and co-led 6 capacity-building WRAP actions. Dave’s current practice focuses on stormwater and wastewater permitting, funding, and organizational collaboration challenges. He holds a Master of Public Policy degree from University of California-Berkeley and a BA in Government from Wesleyan University.
