Since his appointment as General Manager in 2021, Joe Mouawad has bolstered Eastern Municipal Water District’s (EMWD) position as one of California’s premier water agencies while meeting the needs of a growing and diverse customer base.
EMWD is the water, wastewater and recycled water provider to nearly 1 million people throughout western Riverside and northern San Diego counties. It is California’s sixth-largest retail water agency and its service area is among the fastest-growing in the state.
Mouawad’s strategic leadership is instrumental in securing state and federal grant funding. This helps provide long-term cost savings while helping develop infrastructure necessary to provide safe and reliable services for future generations.
Mouawad is the eighth General Manager in EMWD’s nearly 75-year history. He is responsible for overseeing a workforce of approximately 600 people, a nearly $600 million annual budget and a five-year Capital Improvement Program of $785 million.
