Dr. Francine Kelly-Hooper is a sediment subject matter expert with over 20 years of international experience in circular economy approaches to contaminated sediment management. Francine has dedicated her career to finding safe beneficial reuse alternatives to typical waste disposal practices. Her 7-year PhD research project from the University of Waterloo Ontario Canada, developed the Biogenic Interference Calculation (BIC), which eliminates false petroleum hydrocarbon detections in organic soils, sediment and compost materials.

Her Canada-wide stormwater management pond sediment chemistry study and collaborations with all level of government has lead to the only beneficial reuse approvals of their kind.
