Siavash Hoomehr, PhD, PE, CFM is STV’s Vice President and East Region One Water Resources Director, bringing more than 18 years of experience leading complex water resources programs that strengthen community resilience. He has led national and local initiatives spanning stormwater management, civil design, flood control, flood resilience, and floodplain mapping, with a strong track record of delivering technically rigorous solutions at scale.

Siavash offers deep expertise in integrated water resources management, advanced hydrologic and hydraulic modeling, dam safety, emergency planning, and infrastructure design. His work spans integrated coastal, riverine, and stormwater flood resiliency; FEMA floodplain mapping; and advanced steady and unsteady 1D/2D modeling for U.S. Army Corps of Engineers and FEMA programs. He has also led dam break analyses, inundation mapping, and Emergency Action Plan (EAP) development, as well as levee and interior drainage design, stormwater conveyance solutions, and scour analysis with countermeasure design.

A Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers, Siavash also serves as a Subject Matter Expert on FEMA’s Scientific Expert Resolution Panel (SRP), where he supports the review and resolution of complex technical issues related to flood risk and mapping.
