Joshua Slen is the Interim Chief Executive Officer of BeyondHIE, a mission-driven organization supporting Health Information Exchanges, communities, payors, and providers in improving health outcomes.
Mr. Slen is a lead consultant with the Idaho Health Data Exchange, the designated Health Information Exchange for the state of Idaho. He plays a pivotal role in guiding and supporting the strategic direction of the organization, ensuring the successful delivery of a suite of service offerings aimed at improving quality of health outcomes and reducing the cost of care.
As a nationally known health policy expert, Mr. Slen has over 30 years of experience working in state governments and with private sector organizations to provide strategic leadership and analytical support to consistently deliver positive outcomes across multiple projects. He designs, implements, and leads statewide health system improvements, including transformational population health interventions and federally approved Medicaid Waivers.
He is an advisor to the New England States Consortium Systems Organizations and serves on the Medicaid Enterprise Systems Community Conference Planning Committee, and leads the New England Medicaid Quality Collaborative, providing strategic and technical assistance.
He has managed large state agencies serving under two governors, and worked as a senior staff member to the Ohio State Legislature, as well as leading budget development for the state of Vermont, including Vermont’s Medicaid agency.
As a consultant supporting state strategic direction, Mr. Slen worked on a variety of projects, including: serving as the Interim Chief Executive Officer for the Vermont Information Technology Leaders, Vermont’s Regional Health Information Exchange; assisting Massachusetts and Kansas in their State Medicaid Health Information Technology Plan efforts; supporting West Virginia’s Medicaid Agency in federal Health Care Reform issues; and creating guiding documentation to support Pennsylvania’s development of its health information exchange.
During his six-year tenure with Molina Healthcare, Mr. Slen built managed care products, expanded program services and systems, and acted as a facilitator and translator for program managers and Medicaid Management Information System technical leads to deliver solutions for West Virginia, New Jersey, Maine, Idaho, Ohio, New Mexico, and the United States Virgin Islands.
He was a Board Member from 2011 to 2019 with the Private Sector Technology Group, a consensus-based health industry organization with a mission to support the engagement of industry, states, and federal partners in moving Medicaid health information technology forward. Mr. Slen led the organization’s priorities and drove engagement with federal partners and grew industry participation to 73 nationally known companies.
Mr. Slen holds a master’s degree in public administration from The Ohio State University.
