Samuel C. Gibbs joined the N.C. Department of Health and Human Services on April 10, 2017, as the Deputy Secretary for Technology and Operations.

An eighth-generation North Carolinian, Gibbs brings to the department three decades of executive management experience with technology and healthcare companies in Silicon Valley. He has a proven track record of leading and managing complex organizations and has substantial expertise in planning, developing and implementing large-scale information technology solutions.

Gibbs is also widely recognized as a health policy expert. He has been a featured speaker at national healthcare conferences and has appeared on many national news outlets, including CBS, NBC, ABC, FOX Business, Bloomberg and The Wall Street Journal.

Previously, Gibbs was the Executive Director for HealthPocket/AgileHealthInsurance.com, an internet company that compares and ranks health insurance plans from Medicaid to Medicare. He was also the President of Government Systems and Senior Vice President of Customer Operations for eHealth Inc. where he led the development of state-based health insurance exchanges under the Affordable Care Act. Prior to that, he was the founder, president and CEO of AVCOM Systems Inc., a nationwide computer-aided design and systems integration firm.

Gibbs holds a Master’s in public affairs from the University of North Carolina-Asheville, a Bachelor’s of Science in aeronautical technology from Arizona State University and an Associates of Science in Aviation Management from Lenoir Community College in Kinston, N.C.

Gibbs is married to Cynthia Gibbs, and together they have three children.
